In the the workflow query builder, you first choose the area of the workflow that the query is evaluating.

Checks if a certain metadata attribute exists for the file or folder, and if it does, if it matches the specified value. When the query checks if the metadata attribute exists for a folder, if it does not find it, it checks the files in the folder, and if any of them include the attribute with the value specified, indicates that the condition was true for the folder.
